Barry Gardner
Barry Gardner serves as the Director of School Services at Policy Analytics. He is a proven leader In Indiana school finance, having served 23 years in public education and as a school business official for 8 years. During his time in school finance, Barry has leveraged the strengths of each district to maximize their resources. Barry continues to lead through innovative approaches to financial challenges in his role at Policy Analytics working with over 60 school districts across the state.
Charlene Danel
Charlene is the Amazon Business Account Executive for the State of Indiana. She is a seasoned professional with nearly 20 years of public sector procurement experience.
Prior to joining Amazon, Charlene worked for 5 years as a public sector consultant after serving 11 years with the State of Texas’ central procurement office.
Chris Barnett
Chris Barnett has worked for IOT for approximately 1.5 years as a vendor manager. Prior to working for the State, he ran an ecommerce company for ten years and worked in property and casualty insurance before that. Chris loves brands and branding and enjoys working with outside vendors.
Cindy Lewandowski
Cindy Lewandowski is an IDOA Vendor Manager with 9 years procurement experience. Prior to joining IDOA in April, she spent much of her career buying produce and MRO items. She currently manages 12 of the State’s QPAs including Mailing Equipment, Document Destruction, and Office Supplies.
Dan Morrow
Dan Morrow is a Key Account Manager at Staples Business Advantage, specializing in the public sector vertical. With over 20 years of industry experience, he plays a crucial role in managing the State of Indiana and OneIndiana partnerships. Dan's focus is on collaborating with internal and external resources to achieve the current and future objectives of the overall account program.
Dawn Cumston
Dawn Cumston has worked for the State of Indiana for almost 7 years, 4 of those years with IOT. She started as a Contract Specialist with FSSA in 2018, and is now the IOT Contract Manager. Prior to working for the State, Dawn spent 25 years in the finance world, working for several banks and credit unions, holding a variety of positions throughout the years.
Donna Villamil
Donna Villamil is a Principal at Ikaso Consulting with two decades of consulting experience serving the public sector in areas such as procurement and negotiations, contract monitoring, grant funds monitoring, and supplier diversity program support. Her procurement experience focuses on IT systems, public health, healthcare, and human services programs.
Eli Sturgeon
Eli Sturgeon serves as the Director of Contract Compliance for the Indiana Department of Administration's Division of Supplier Diversity. In this role, he is responsible for overseeing the adherence to contractual obligations pertaining to the engagement of certified subcontractors on various State of Indiana contracts.
Eric Skaggs
Eric Skaggs is the Director of Vendor Management for the Indiana Department of Administration. He has been with the State of Indiana since 2017 and has served as a Procurement Agent, Contract Manager, and Procurement consultant specializing in procurement and travel card management.
George Hawxhurst
George is a State Government Amazon Business Account Executive with over 20 years of public and private sector procurement experience. Prior to joining Amazon in 2021, George worked as a public sector procurement consultant, after serving as the eProcurement & Data Analytics Manager for the State of Georgia’s Purchasing and Strategic Sourcing Department.
Graig Lubsen
Graig Lubsen has been the director of communications and external affairs for the Indiana Office of Technology since 2013, where he oversees the creative direction of the IN.gov website, Access Indiana, the state's single sign-on program, external relations, and legislative affairs. During his tenure, IN.gov has been recognized as a leader in digital government, earning top 5 distinctions from the Center for Digital Government eight times for either Best State Website or Overall Digital Experience. Graig earned Bachelor and Master of Arts degrees from Purdue University.
Grant Durnil
Grant joined the Indiana Department of Administration (IDOA) Procurement Division in July of 2023 as a Vendor Management Specialist. Although this is his first position with the State of Indiana, he brings a wealth of public procurement experience from his tenure as a project manager at an architectural firm, where he collaborated with county and local governments throughout the state on public safety works projects.
Jacinda Guild
Jacinda Guild is the newly named Head of Procurement at the Office of Technology. She has 7 years of procurement experience, including heading the Procurement Department of Health for two years. She has worked for a few different agencies and her skills cover procurement, contracts, sourcing and bids, and project costing with excellent use of Peoplesoft Financials.
Jay Moorman
Jay Moorman, Chief Customer Officer at Boyce Systems, has led customer success departments within the government financial management sector for over 30 years. He excels in managing customer relationships, driving outcome-based metrics, optimizing services revenue, and leading onboarding and support initiatives. As a cultural leader, Jay values the health, motivation, and engagement of the most important company asset–its people.
Jeania Werner
Jeania started her procurement career with the State at the Department of Natural Resources (DNR) in 1995 where she worked in several procurement related positions and divisions for over 11 years. In November 2006, Jeania was hired by the Indiana Department of Administration (IDOA), Procurement Division as a buyer. Shortly afterwards, she became the eProcurement trainer and next transitioned to the procurement compliance auditor role. Jeania has worked on the Training and Technology Team since 2015.
Jenny Doherty
Jenny Doherty joined the Procurated team in 2022 as the Vice President of Public Sector, where her mission is to serve government customers by giving them a voice in the supplier performance process to inform purchasing decisions. Jenny has a broad breadth of public procurement experience in both state government and higher education, formerly serving as the Chief Procurement Officer for the Commonwealth of Pennsylvania and as the Director of Procurement Shared Services at the Pennsylvania State System of Higher Education (PASSHE).
John Helmer
John Helmer IV has worked for the State for 13 years and has been in his position at IOT since 2021. John manages a team that owns and operates a comprehensive, full lifecycle project risk management framework. His team is responsible for various activities, including IT procurement review and feedback, contract review and feedback, statement of work review and feedback, and providing Independent Verification and Validation services using both internal team members and managing external partners.
John Purdy
John began working with the Indiana Department of Administration (IDOA) in October 2014. John works on the state’s travel program as part of the Training and Technology Team in the Procurement Division. During John’s time working on travel, he has had the pleasure of rolling out electronic travel submissions, working on policy, and rate evaluations.
Jonathan Wineinger
Jonathan Wineinger has been with the State Board of Accounts since 2003, and he joined the Government Technical Assistance and Compliance (GTAC) Directors in 2019, specializing in Schools and Townships. Prior to 2019, Jonathan served as a field examiner auditing many different governmental entities, including cities, towns, counties, schools, and townships.
Krista Tate
Krista started her career with the State of Indiana about 10 years ago with the Hoosier Lottery, doing the nighttime draws and eventually moving into the accounting department. She has also worked for the IURC and DOC. She has been with IDOA for 2 years and in the Vendor Management Department since March of 2024.
Linda Leiby
Linda Leiby is the Director, Contingent Workforce Solutions (CWS) for Computer Aid, Inc. (CAI). She has more than 20 years of experience in the Contingent Labor industry with a focus on public sector Managed Service Provider (MSP) programs, having implemented and provided executive oversight of dozens of State-wide MSP contracts to meet program savings goals, quality objectives, and Contractor-facing initiatives. Prior to her focus on the CWS industry, she spent the first 15 years of her career as technical and business lead for IT projects.
Maggie Novak
Maggie has nearly 15 years of experience in the government and health and human services sectors, including a wide variety of supports for adults and children such as Medicaid, home- and community-based services, early childhood education, and 211. She frequently leads projects focused on strategic initiative development and execution, program and grant management, policy development, and stakeholder communications. Her recent work has also included end-to-end procurement support and contract negotiations for a variety of healthcare, social services, and IT contracts. Prior to Ikaso, Maggie worked as a nurse for a large, statewide hospital network, and she also served as a strategic program director for the State of Indiana's human services agency. She began her career as a fellow in the Indiana Governor’s Office.
Mark Hempel
Mark began his career at the Indiana Department of Administration (IDOA) as an IT buyer for all state agencies, and eventually as a procurement account manager when the Indiana Office of Technology (IOT) was established by Executive Order. Mark currently serves as a procurement director on the account management team and works with a team of procurement specialists and consultants who are dedicated to large state agencies. Mark has enjoyed working on large transformative sourcing projects as well as implementing large contracts. Mark worked previously in audit/accounting and consulting in the private sector.
Matt Bills
Matt started with the Indiana Department of Administration (IDOA) in 2017. He reviews procedure, policy, audits, and state employee expenses related to travel.
Mike Kampschaefer
Mike Kampschaefer is a Director of Government & Education Programs at Staples Business Advantage, focusing exclusively on the public sector vertical. With over 30 years of industry experience, he is responsible for understanding the initial business needs and objectives for the State of Indiana and OneIndiana, ensuring a successful program launch.
Mike White
Mike White is the Deputy Chief Technology Officer for the Indiana Office of Technology (IOT) and is responsible for the operations of the IN.gov and Payment Processing Programs. Mike has been a state employee for thirty years, retiring from the Indiana State Police after twenty-five years before joining IOT. Mike earned a Bachelor degree from Indiana University and a Master of Business Administration from WGU Indiana.
Rachel Clark
Rachel Clark serves as Chief Information Officer for the Indiana BMV where she leads the IT strategic direction. She oversees applications, infrastructure, project management, service delivery, security, and architecture of a platform that processes 15 million transactions a year. Prior to joining the BMV, Rachel served in leadership roles in the software industry where she played a pivotal role in product development, business strategy, and information technology.
Roxie Coble
Roxie is the director of technology and operations within the Procurement Division. She began with the Indiana Department of Administration (IDOA) Procurement 29 years ago and has served in several capacities including administrative support, technical support, vendor management, training, instruction, and sourcing. Through the years, Roxie has enjoyed a variety of professional paths, at another state agency, a state educational institution, while also serving government, educational, and non-profit clients as a business owner.
Scott Edwards
Scott Edwards is a Service Delivery Manager at CAI with 20 years of experience in the contingent labor staffing and services industry. In his current role, Scott is responsible for implementing and managing client-facing Managed Service Provider (MSP) contingent labor programs supporting statewide Public Sector clients in various states throughout the US. He previously served as an Sr. Account Manager with CAI, facilitating the placement of contingent labor professionals for several statewide MSP programs. In addition to his 15 years with CAI, Scott previously served in recruitment and account management roles with a leading national IT staffing firm.
Tanner Huber
Tanner Huber has been with the State Board of Accounts since 2019, and he joined the Government Technical Assistance and Compliance (GTAC) Directors in 2023, specializing in Schools and Townships. Tanner appreciates the opportunity to assist officials in addressing real-time questions and issues.
